This pendulum belongs to that regulator.
Obviously the work of an apprentice becoming
a master, it is rather inventive.
The inner bar in steel, the outer in brass,
both pinned to the vertical bar holding the bob.
Adjusting screw on the side of the horizontal
bar to adjust the bob position, and thus to find
the ideal expansion factor between the 2 different
metal rods.
A dial even indicates the expansion difference.
Dial signed A.Ratger, Arnhem. (Holland) approx 1860.

Anybody can tell me more about this maker?

The locking lower plate and the locking side spring
are one single part.
This is the suspension Type VII
patented by Louis-Achille Brocot in 1878.
